Clayton Meier

Clayton Meier is a licenced Class 3 Building Official in the Province of Saskatchewan and a Canadian Registered Building Official. Clayton has been a part of the MuniCode team since 2007 and has provided services on more than 6,200 projects. In 2017 Clayton became a shareholder and the President of the company in 2018.

Clayton also works as a code consultant in several provinces across Canada. He possesses an astute knowledge of the overall construction industry and has generated numerous business solutions for MuniCode.

In 2020, Clayton and his wife and 3 children moved to Regina when the opportunity arose to expand the company and open a second office in the south portion of the province. Outside of work hours Clayton can be found on the golf course in the summer or attending extracurricular activities for his children.

Shenah Cartier, P.Eng.

Shenah Cartier is a Professional Engineer and licenced as a Class 3 Building Official in the Province of Saskatchewan. Before joining the team in 2017, Shenah worked for over four years at a structural engineering consulting firm in Saskatoon and gained extensive experience in residential and commercial projects.

Shenah received her degree in Civil Engineering from the University of Saskatchewan in 2012 and her Professional Engineering designation from the Association of Professional Engineers and Geoscientists of Saskatchewan in 2016. Throughout her schooling, she was awarded the SaskTel Métis Scholarship as well as the Wally and Mavis Pieczonka Bursary for academic achievement.

In her spare time, Shenah can be found at the gym, babysitting her multiple nieces and nephews, or at her family farm finally taking horseback riding lessons!

Ryan Thiessen

Ryan Thiessen has been in the construction industry for over 15 years. He is a Restricted Class 3 Building Official licensed by the Province of Saskatchewan and has been part of the MuniCode team since 2008. Ryan completes the majority of the inspections in the office covering an area of over 40 municipalities.

When not on inspections, he enjoys spending time with his wife, son and daughter, family and friends and can occasionally be found surfing or boarding behind a boat or a kite.

Clint Vargo

For over 20 years Clint Vargo has worked in the construction industry on multiple residential, commercial, and industrial projects. Prior to started at MuniCode, he was working as a Superintendent on major commercial projects in the province. He earned his Red Seal Journeyperson certificate in Carpentry from the Saskatchewan Polytechnic campus in Saskatoon in 2011 and is licenced as a Restricted Class 2 Building Official in Saskatchewan, who brings onsite construction experience to our team.

Clint enjoys staying active in sports and having a healthy lifestyle. If not playing hockey or in the gym, you’ll find him on the golf course.

Kelsey Rebryna

Kelsey Rebryna has 5 years of experience in the construction industry split between residential and commercial projects and over 5 years in the engineering field. She earned her Professional Engineering title in 2017 and is licensed as a Class 1 Building Official. Kelsey is our newest hire who recently joined the Municode team in early 2024.

Kelsey and her husband have built their last two homes together and are working on plans for the next. In her free time, she enjoys camping, painting, and keeps saltwater aquariums.

Matt Stepp

With over a decade of experience in the construction industry, Matt holds a Red Seal Journeyperson certificate in Carpentry and specialized in residential construction. Matt holds a Class 3R Building Officials license and brings a wealth of knowledge and technical expertise to every project.

Outside of his professional life, Matt is a dedicated family man who actively supports his family’s sporting activities. His passions extend beyond work and family; he enjoys travelling, golfing, and hockey, balancing his time between his professional commitments and personal interests.
